NHAI IDENTIFIES PROJECTS WORTH RS 30,000 CR THAT MUST BE OFFERED IN PPP MODE
The NHAI has identified several series on a pan-India basis that will be built through PPP mode based on construction-operation-transfer (toll), the ministry of road and highway transport said in a statement.
The Authority has already invited the annual prequalification proposal for the construction of 4 or 6 lanes of national roads for these sections, he said.
The National Highway Authority of India (NHAI) will offer approximately 950 kilometers of roads worth Rs. Rs 30,000 million in Build-Operate-Transfer (BOT), and has requested prequalification offers to measure the sentiment of investors at a time when the government is revitalizing public-private partnerships (PPP) in the sector.
In BOT projects, private sector developers build a path with their own resources, implement it and then transfer it to the government after a certain period.
“NHAI will invite offers for these trends after reviewing the response to the annual prequalification proposal. This will help us assess the feelings of investors, “said a government official who asked not to be identified.
“NHAI has identified several series based in India that will be built through a public-private partnership in the Build Operate Transfer (Toll) mode. These pieces were selected based on consultations with potential bidders, “the ministry of road and highway transport said Thursday in a statement.
The Authority has already invited the annual pre-qualification proposal for the construction of four to six lanes of the National Highway for these documents.
The pieces identified cover around 950 km at a cost of around Rs 30,000 crore in the states of Andhra Pradesh, Haryana, Maharashtra, Karnataka, Tamil Nadu, West Bengal, Chhattisgarh and Madhya Pradesh.
“There have also been some changes in the existing RFAQ to make it more industry friendly,” the government said.
These identified trends will be announced in the course of the current and next fiscal year, said the official cited above.
The Ministry of Road and Highway Transport, led by the Minister of the Union Nitin Gadkari, has worked to revive the BOT mode for project allocation.
To revitalize private investments in the road sector, the Highway Ministry also identifies the shortcomings of the Build-Operate-Transfer (BOT) construction method, Gadkari told ET in a recent interview.
ET reported on June 14 that the ministry was in the process of making significant changes to the BOT framework to avoid the reactions of private investors, which have been moderated for almost four years.
Among other things, the ministry is making changes to the termination clause of BOT projects and is expected to issue guidelines soon to ensure that the project mode is successful.
